What Is RaaS Stewardship?

RaaS Stewardship is the CPAG framework position in which AI agents execute bounded, high-quality resolutions within a governed institutional repository, with human oversight retained for judgment-sensitive decisions.

RaaS Stewardship is the Crown Point Advisory Group framework for governing AI agent deployment in the enterprise. It defines the middle position between two failed extremes: AI Utopianism, which advocates for immediate broadly deployed autonomy, and AI Doomerism, which resists AI adoption on grounds of risk aversion or skepticism about near-term capability. Under RaaS Stewardship, AI agents execute bounded, high-quality resolutions within a governed institutional repository, with human oversight retained for judgment-sensitive decisions.

The Binary Trap

Before defining the Stewardship position, it is necessary to name what it is not. Organizations navigating the agentic era frequently collapse into one of two positions that both produce predictable damage.

The AI Utopian position holds that general-purpose agents will shortly render both specialized software and human supervision obsolete, and therefore advocates for immediate broadly deployed autonomy. The risks are observable: security breaches, operational chaos, low-quality outputs, and institutional knowledge loss when agents operate without domain context or governance structure.

The AI Doomer position holds that AI agents will never achieve meaningful enterprise adoption due to the complexity of corporate systems, regulatory risk, and the change management burden of retraining workforces. The risks are equally predictable: existential obsolescence, margin collapse, and ceding AI maturity advantage to competitors who do not share the skepticism.

Both positions are untenable. The AI Utopian ignores the operational reality of deploying agents in complex enterprise environments without adequate governance. The AI Doomer ignores the commercial reality that competitors who deploy well will capture market position that cannot be recovered by a vendor who waited too long.

Note: the term AI Doomer as used in the RaaS Manifesto refers specifically to enterprise laggards who resist operational AI adoption. It is not a reference to AI safety researchers, who raise substantive and legitimate concerns about long-run AI risk that are distinct from the enterprise adoption question.

The Three Commitments of Stewardship

RaaS Stewardship is not a passive middle ground. It is an active governance framework built on three specific commitments.

First: identify the human judgment areas that must never be delegated. Not every workflow is a candidate for autonomous AI resolution. Resolutions where error would carry regulatory, legal, or reputational consequences that the agent cannot assess must retain human oversight. These are not shortcomings of the model. They are the governance framework that makes the overall automation trustworthy. A vendor who cannot articulate which decisions require human judgment has not done the governance work. A vendor who has done it has a defensible position with every enterprise procurement and legal team that asks.

Second: invest in data quality and process documentation as the foundation for agentic execution. An agent is only as good as the repository it reasons over. Deploying agents after documenting the organization’s institutional logic, including business rules, exception handling, and domain expertise, produces significantly higher resolution quality than deploying against disorganized, undocumented data. This is why the High-Fidelity Repository is not optional infrastructure in the Stewardship model. It is the precondition for making agents trustworthy enough to deploy at scale.

Third: use purpose-built agentic solutions for bounded workflows rather than general-purpose agents for everything. A purpose-built agent for legal contract review, trained on a firm’s specific precedents and risk thresholds, will outperform a general large language model on that task. It will also be auditable in ways that matter to legal and compliance teams. General-purpose agents are appropriate for exploration and prototyping. Bounded, purpose-built agents are appropriate for enterprise-grade resolution pricing.

Why the Market Rewards the Stewardship Position

Microsoft’s relative performance during the SaaSpocalypse period, approximately negative 14% year to date versus Salesforce at negative 26% and ServiceNow at negative 28% through mid-February 2026, reflects investor recognition that Microsoft is simultaneously the infrastructure of the AI era through Azure and a monetizer of it through Copilot. Vendors who adopt the Stewardship model, investing in their High-Fidelity Repository while selectively deploying agentic resolution, are positioning themselves for the same compounding dynamic.

The market is not rewarding vendors who deploy the most AI the fastest. It is rewarding vendors who can demonstrate that AI deployment produces verifiable, attributable, finite outcomes at institutional margins. That is the Stewardship position operationalized as a financial result.

Stewardship and the Atomic Resolution Standard

The Stewardship framework is operationally expressed through the Atomic Resolution standard. Every resolution the AI executes must be verifiable, attributable, and finite before it can be billed. That standard enforces Stewardship automatically: a resolution that cannot be attributed to the AI’s execution (not a human override) satisfies the governance requirement that humans remain in the loop for judgment-sensitive decisions, because those decisions do not pass the attribution test and are therefore not billed as autonomous resolutions.

This alignment between the commercial standard and the governance standard is not coincidental. The Atomic Resolution standard was designed to make the Stewardship governance commitments measurable and auditable. A vendor who can demonstrate, from their resolution audit trail, that every billed resolution was autonomous, verifiable, and finite has simultaneously satisfied the billing requirement and the governance requirement.

Stewardship as a Sales Narrative

RaaS Stewardship is not only a governance framework. It is a sales narrative for enterprise procurement audiences who are skeptical of AI vendor claims.

Enterprise procurement teams, legal teams, and CFOs have seen enough AI pilots fail that they approach outcome-based pricing proposals with structural skepticism. The questions they ask, how do you count resolutions accurately, what happens when a resolution is wrong, how do we verify your attribution claims, are governance questions. They are asking whether the vendor has done the Stewardship work.

A vendor who can answer all three questions with specific operational detail, an audit trail, a reopen rate policy, and a documented attribution methodology, has differentiated from every competitor who is still selling AI features rather than governed AI outcomes.
